NSCDC HND 2012 intakes Cry Out Over Injustice

Personnels of the Nigeria Security and Civil Defense Corps HND 2012 recruits have cried out over stagnation in their career progression.

The officers said since recruitment in 2012 where they were placed on level 07, they have been denied promotion.

Our source who insist their identity be kept a secret for fear of further victimisation considering the regimentation of their organization  disclosed that since their recruitment in 2012, the HND holders have being treated as second class citizens this they said  compelled some of them to go for their masters that has not been considered for a conversion.

They further disclosed that after their confirmation examination (compro) dated 18/12/2014, it was expected that they be allowed to write a promotion exams in 2015 or taken to the next rank as it was done for the 2016 intakes but were denied.

They said in 2018 when the dichotomy between  HND and B.sc was abolished, they were placed on level 08 which was their right with  the effective date being 9/8/2016 but their B.sc counterparts were advanced to level 09 following their confirmation date of 18/12/2014 with effective date of 1/1/2015.

It was also expected that since an advancement was not given to HND holders after their compro examination, they should be allowed to write promotion examination of 2016 or 2017 but that was not the case.

For the first time in 2020 according to them  they were allowed to write the promotion exams but were later denied promotion saying it was a mistake to have allowed them to write the examination adding that they were not eligible.

They also noted that eventually in 2021 they were allowed to take the examination and only about 20% of the 2012 HND holders made the list with effective date reading 1/1/21 instead of 1/1/2019 to allow them write the 2022 promotion exams.

Meanwhile, their B.sc counterparts have written the promotion examination three(3) times and are currently on level 11 ( superintendent of corps SC) while about 80% of the HND holders are still on level 08 (ASC11). 

However, it was gathered according to them that when the 2021 promotion examination results were sent from the CDCFIB to the Commandant General Audi,  the CG said that officers promoted were too many and that he could not pay  the salaries of promoted officers and the results were returned to the Board for trimming, this is evident in the results released as some pages are Missing.

According to them the 2016 intakes were given advancement to the next rank immediately after their confirmation examination was released and they were also allowed to write the 2021 examination which has  placed them on level 10 above the HND 2012  personnels.

They HND 2012 are by these accounts demanding a PROPER PLACEMENT to make up for all the  shameful lapses committed by the management of the organization.

They posited that it is really shameful to say that officers who are just writing a promotion examination for the first time since recruitment in 2012 or even if they have to go by the advancement of 2016 following abolition of the Dichotomy are given effective date of 1/1/2021, what about the years in between? 

Subsequently, the HND 2012  intakes whose names did not appear on the promotion list are demanding for a Proper Placement to the Deputy Superintendent of Corps(DSC) level 10 without further delay.

They said” we are demanding the proper thing be done because from the account we have postulated/ enumerated, it is obvious that the management of the corps is oblivious of proper management of personnels career progression that can bring about efficient service delivery; officers who are saddled with the responsibility of protecting lives of the citizens and government National Critical Assets who are exposed to hazards on a daily bases must be treated fairly to enable them function maximally.
