The pledge was made on Tuesday, August 11, 2026, when the Project Manager, HD Abuja, Mr Chrisantus Lapang, led a delegation on a courtesy visit to Headquarters Theatre Command OPHK, according to a statement by Captain Mohammed Goni, Acting Military Information Officer.

Mr Lapang said the visit was to identify areas of mutual interest and assess capacity needs in the North East to strengthen conflict-resolution mechanisms. He stated that HD was ready to support OPHK in building the capacity of personnel required for peace restoration.

The Theatre Commander OPHK, Major General Abdulsalam Abubakar, welcomed the delegation and described the visit as significant. He said capacity building from the Centre would enhance peace restoration and the return of socio-economic activities in line with OPHK’s mandate.

General Abubakar reaffirmed the Command’s commitment to partner with HD, particularly in training and skills development for personnel.

He highlighted the role of Civil-Military Cooperation and engagement with religious and traditional leaders in the counter-insurgency campaign. According to him, non-kinetic operations have strengthened community trust, improved public confidence, and helped in the resettlement of thousands of IDPs to their ancestral communities.

The Theatre Commander added that community engagement and sensitisation have complemented kinetic operations by disrupting terrorist logistics, recovering arms, and encouraging surrenders.

He stressed that OPHK conducts operations in line with the Rules of Engagement and International Humanitarian Law, with emphasis on Civilian Harm Mitigation.

General Abubakar said OPHK remains committed to sustained collaboration with HD in advancing humanitarian interventions, peace mediation, and conflict-resolution initiatives for lasting stability in the North East.

The Deputy Theatre Commander, Air Vice Marshal Olusola Akinboyewa, Component Commanders, and other senior officers were present. Highlights of the visit included an interactive session, signing of the visitors’ register, and presentation of souvenirs.
