ICPC Ethics, Integrity Compliance Scorecard: NiMet Emerges First in Aviation, 9th out of 404 MDAs

The Nigerian Meteorological Agency (NiMet) an agency under the Ministry of Aviation and Aerospace is leading the industry in ethics and integrity scorecard following the implementation of robust transparency initiatives in its dealings.

NiMet with a score of 78 percent emerged as number nine on the Independent Corrupt Practices and Other Related Offences Commission (ICPC) ethics and transparency index emerged as the ninth most transparent and ethical agency in Nigeria. The highest score for 2023 is 91.3 percent achieved by the Nigerian Deposit Insurance Corporation (NDIC).

NiMet also emerged second place in the Presidency and Extra Ministerial Category with 78 points, behind the Nigeria Export Promotion Council (NEPC) with just 79.10 points.

With this score and position, NiMet leads all the aviation agencies on the ICPC Ethics and Integrity Index.

NiMet achieved the milestones because of the deliberate implementation of far-reaching policies that have introduced greater transparency in its activities, especially financial dealings and staff reward systems.

The Ethics and Integrity Compliance Scorecard : (EICS) is published by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) periodically to show the transparency culture in MDAs as a tool to prevent economic crimes. The scorecard was developed in collaboration with Justice for All (J4A)/ DFID in 2015.

The ECS deployment is particularly to track ethical, integrity, and compliance deficiencies in the MDAs, and proffer remedial actions for the management of the MDAs and the government as appropriate. For Ministries, Departments and Agencies’ effectiveness and responsiveness, the Key Performance Indicators (KPIs) in the scorecard as configured are to identify some ethics and integrity standards that MDAs must comply with within the areas of Management, Performance, Service, and Professional Conduct.
