The Nigeria Customs Service (NCS) has announced additional guidelines for the implementation of fiscal incentives under the Presidential Gas for Growth Initiative aimed at accelerating the adoption of cleaner energy and alternative fuel vehicles across the country.
In a statement issued on Friday in Abuja by the National Public Relations Officer of the Service, Deputy Comptroller Abdullahi Maiwada, the new measures are in line with President Bola Ahmed Tinubu’s commitment to promoting sustainable transportation and reducing Nigeria’s dependence on conventional fossil fuels.
Under the revised guidelines, eligible imports will enjoy exemption from Import Duty and Value Added Tax (VAT).
The categories include:
- Fully Compressed Natural Gas (CNG) vehicles
- Liquefied Petroleum Gas (LPG) vehicles
- Pure Electric Vehicles (EVs)
- Extended Range Electric Vehicles (EREVs)
- CNG and LPG conversion kits
- Certified gas-powered tricycles and motorcycles
- Specialised gas distribution semi-trailers
The Customs Service, however, clarified that importers must first obtain an Import Duty Exemption Certificate (IDEC) from the Federal Ministry of Finance and comply with all applicable regulatory requirements before benefiting from the incentives.
The Service also listed categories that remain ineligible for the tax waivers. These include:
- Hybrid electric vehicles
- Dual-fuel petrol/CNG and diesel/CNG vehicles
- Luxury vehicles valued at $100,000 and above
- Overseas-converted CNG vehicles without factory-fitted systems
- Non-self-driven trailers
- All categories of spare parts
According to the NCS, the incentives are designed to lower transportation and energy costs, encourage investment in clean energy infrastructure, promote wider adoption of alternative fuel technologies, and strengthen Nigeria’s energy security while supporting environmental sustainability.
The Service reaffirmed its commitment to ensuring the transparent implementation of the policy under the leadership of the Comptroller-General of Customs, Bashir Adewale Adeniyi.
It urged importers, licensed customs agents and other stakeholders to comply strictly with the approved guidelines to facilitate seamless implementation of the initiative.
